MUTRAP ACTIVITIES

FROM 6 AUGUST 2008 TO 17 JUNE 2012

 

1. 

 

 

 

COMPONENT ONE: INCREASING THE CAPACITY OF MOIT TO COORDINATE AND IMPLEMENT WTO COMMITMENTS

WTO-1: Facilitate the participation of Vietnamese officials in the regular work of the WTO

WTO-2: Briefing of high level decisionmakers and negotiators on developments in the international trading system

WTO-3: Assist MOIT to make preparations for the first WTO to trade policy review

WTO-4: Supporting Viet Nam’s participation in the Doha development round

WTO-5: Support to MOIT to improve the quality of Vietnamese trade related laws and making them fully compatible with international obligations

WTO-6: Assess the accession of Viet Nam to international economic conventions and make domestic laws compatible with international obligations

WTO-7: Assistance to the implementation of WTO commitments relating to SPS and TBT, implementing awareness-raising and capacity-building activities and assistance to Vietnamese exporters to comply with EU’s TBT and SPS requirements

WTO-8: Analyzing Vietnam’s trade deficit and the balance-of-payments provisions of the WTO

WTO-9: Increase the capacity of central agencies (Government Office, National Assembly Office, State President Office and Central Party Office) in assessing the impacts of international economic integration on the economy and on the policy-making and legislative coordination

WTO-10: Upgrading capacity of IP law enforcers to overcome sophisticated counterfeiting techniques

WTO-11: One public awareness raising campaign, with special focus on IP enforcement

WTO-12:  Support to study non-market economy status of Viet Nam and its implications

Contingent activities

WTO-C1: Trade policy course for government officials

WTO-C2: Support the government and other stakeholders to analyse future developments in the international trading system and their implications for Viet Nam.

 

2.  COMPONENT 2: INCREASED COORDINATION OF THE MOIT WITH THE PRIVATE SECTOR, TRAINING AND RESEARCH INSTITUTIONS TO DEVELOP A COHERENT, SOCIAL AND ENVIRONMENTAL SUSTAINABLE TRADE INTEGRATION STRATEGY

CB-1: Strengthening the coordination ability of MOIT and relevant Ministries, local governmental bodies and private sectors with respect to the negotiation and the enforcement of Vietnam’s international trade and economic agreements (including WTO,  ASEAN, FTA)

CB-2: Strengthening the foreign information system for enterprises in order to support their import-export activities

CB-3: Support MOIT on drafting a Prime Minister’s decision on the promulgation of regulations on the issuance of CFS (Certificate for Free Sale)

CB-4: Researches on trade related environmental and social issues

CB-5: Training courses on trade policy analysis, data and market diagnosis, and other issues

CB-6: Raising awareness and strengthening the management capacity of local government departments in dealing with international economic integration.

CB-7: Capacity building on trade policy for Vietnamese business associations and universities.

 

3.  COMPONENT 3: INCREASED CAPACITY OF THE MOIT TO EFFECTIVELY NEGOTIATE AND COORDINATE REGIONAL TRADE-RELATED ARRANGEMENTS SUCH AS AFTA, ASEAN PLUC DIALOGUE PARTNERS AND TO ENGAGE IN FTA NEGOTIATIONS WITH MAJOR TRADE PARTNERS INCLUDING THE EU

FTA-1: Impact assessment of ASEAN-China FTA on Vietnam’s economy

FTA-2: Impact assessment of the ASEAN-KOREA FTA on Vietnam’s economy

FTA-3: Impact assessment of ASEAN-INDIA FTA on Viet Nam’s economy

FTA-4: Impact assessment of ASEAN-NEW ZEALAND-AUSTRALIA FTA on Viet Nam’s economy

FTA-5: Analyse and compare Rules of Origin (ROO) in bilateral and multilateral trade agreements (as well as the ongoing negotiation’s draft texts) participated by Viet Nam, including GSP and GSTP

FTA-6: Legal analysis and impact assessment of FTA partners and ASEAN countries’ NTBs

FTA-7: Training on negotiating skills 

FTA-7A (sub activity): Support Meeting of Vietnamese Commercial Counselors in the EU Member Countries in Brussels

FTA- 8: Facilitate the participation of Vietnamese officials in the regular work of the ASEAN and regional trade negotiations

FTA-9: Impact assessment of AFTA and other future FTAS, included the ASEAN-EU FTA, on Viet Nam’s economy.

 

4.  COMPONENT FOUR: IMPROVED FACILITATION OF TRADE IN SERVICES THROUGH BETTER COORDINATION, STATISTICS AND BETTER ANALYTICAL CAPACITY

SERV-1: Assessment of the economy wide impacts of multilateral, regional and unilateral trade liberalization in key services sectors of Vietnam.

SERV-2: Research on the competitiveness of key services sectors of Vietnam and suggested strategy for services trade development

SERV-2A:  Supporting Ministry of Planning and Investment on Formulating the Draft Comprehensive Strategy for Services Sector Development to the year 2020 and a vision to 2025

SERV-3: Support to the development of logistic services

SERV-4: Regulatory review of Vietnam’s distribution services and recommendations for WTO-compatible sector regulations

SERV-5: Comparative study on the domestic regulations of distribution services in EU, ASEAN and selected East Asian countries

SERV-6: Training courses on services negotiations in the WTO and regional (FTA) frameworks  

SERV-7: Capacity building to improve the statistical system for trade in services

SERV-8: Capacity building to Viet Nam on Statistical analyses and forecasting on financial services development

SERV-9: Support for the establishment of a GATS enquiry point.

 

5.      COMPONENT FIVE: STRENGTHENED CAPACITY OF THE COMPETITION POLICY STAKEHOLDERS TO ENSURE CONSUMER PROTECTION AND A FAIR AND LEVEL PLAYING FIELD FOR ALL BUSINESS THROUGH THE IMPLEMENTATION OF THE NEW COMPETITION LAW

COMP-1: Capacity building and technical assistance for VCC 

COMP-2: Best administrative practices to hear and adjudicate cases on competition law

COMP-3: Upgrading Vietnamese Consumer Protection legislation

COMP-4:  Strengthen Viet Nam’s consumer organisations’ capacity to handle complaints

COMP-5: One public awareness raising campaign, with special focus on the regulation on anti-competitive practices     

COMP-6: One public awareness raising campaign, with special focus on consumer protection

COMP-7: Increasing awareness of business of anti-dumping procedures threatening Vietnamese exporters
